It has flooded near where I live and the knats and skeeters are thicker than we ever have seen them?

Bug dope doesn't seem to keep them off of us when we are working in the garden. Anyone have any ideas on how to deal with them? Would a beekeepers hat help? How do you make one of those as we can't seem to buy one here. The gnats are so bad it is hard to breath after about five minutes out there. Help!!!
