Black gnats that don't bite?

ok I've recently been taking more walks than usual and I get all sweaty and gross and I guess that attracts what I've always known as gnats but I heard recently that gnats bite and I've never ever been bitten by one of these. I have had the opportunity to have a close look at them but have been unable to identify them so far. Can I have some help? they almost look like they are tiny little wasps by their body shape. They have two white spots arranged horizontally on their thorax and the rest of them is black.
