Do Air Conditioners Allow for Bugs to enter the Room?

I was wondering if Air Conditioners let bugs from the outside get into the room if its placed in a window. I mean any kind of bugs, gnats, anything. Also, are you able to place an air conditioning unit just inside the room itself and have it work?
