My cat has little brownish/black bugs on him and his head is scabbed. What is going on?

So my cat has little tiny dark brown/ black bugs on him, they jump around when i put my hand on the area of my cat they are. They are only on my cats head. My cat also has scabs on his head that tends to bleed, and the bugs sit right on top of it. He itches his head a lot, so i think that is how he got the scabs. I tried giving him a bath with flee and tick shampoo. I gave him a bath yesterday, and no difference at all. My cat is very troubled. My dog has no problem at all, there is nothing on him. The dog and the cat sleep with each other, (they get along and don't fight). What should I do about my cat?
